The individual contractors should develop monitoring work plans in consultation with the program sections and considering the key program documents, reports from the implementing partners, and available data. The proposed monitoring work plan will be discussed and finalized with the requesting UNICEF programme section and the Planning, Monitoring and Evaluation Specialist in the office
The individual contractors will then be responsible for conducting the agreed monitoring visits, in order to collect the data and information required. In between monitoring visits, UNICEF might require additional monitoring information, and will communicate to the contractor about required changes. As mentioned in the previous point, timeliness and efficiency are key in the process and digital systems for data collection, cleaning, storage and dissemination will be used. Gender-based violence as a fundamental violation of the basic inalienable human rights and freedoms remains prevalent in Ukraine – 67% of women experienced psychological, physical or sexual violence since the age of 15 (OSCE 2019). Annually, 1.1 million Ukrainian women suffer from domestic and gender-based violence (UNFPA 2017), many of them arrived to Poland as refugees. In the complex humanitarian context GBV remains a considerable protection issue that threatens security, well-being and full exercise of human rights of the most vulnerable people. With the purposes to enhance the GBV response system in Poland and to help the survivors become more active agents of building a future with zero GBV there is a need to build national and sub-national capacities, ensure availability of services to GBV survivors and support humanitarian coordination with other relevant actors. Carry out the mapping of the unaccompanied and separated children in Poland to determine their number, age, gender and disability disaggregation, legal status, location and identify accommodation/care providers and their arrangements

The consultancy is for 6 months from the date of initial start of the contract with possibility of extension depending on the needs and situation. The consultant will work closely with the refugee response education programme lead in Poland to support government partners strengthen their coordination, data and analytics, reporting and situation analysis in real time for rapidly evolving refugee needs in Poland, as well are effective results-based monitoring of all programming partners delivered by the education refugee response in Poland. The consultant will support:
Main result area of the consultancy will be to: strengthen coordination functions of the EWG which is co-led by UNICEF under the broader refugee response coordination structure in Poland that is led by UNHCR, including supporting local NGO coordination functions.
