Ensure country offices have sufficient support in HR processes, including but not limited to: drafting of ToRs, liaison with HR at IMPACT Headquarters, conducting interviews, or contracting new staff
With the Country focal points and with ACTED HR, ensure that appraisals, contract renewals, and recruitments are done in a timely manner to minimise gaps on the team
With the other senior management, maintain team morale, a strong team spirit, and monitor staff welfare, as well as help ensure team cohesion between the various country offices and within and across units
Work closely with ACTED and IMPACT counterparts to ensure that IMPACT is aware of relevant HR and administrative risk, particularly considering contractual requirements across various countries
The GIS Specialist will participate and actively contribute to the development of IMPACT’s strategy in Poland and the region, in support to the Country Coordinator/Representative. She/he may be asked to collaborate in the Senior Management Team. In particular s/he will support in identifying and concretising:
GIS and information management gaps in the out of Ukraine regional response and and develop a regional GIS and IM strategy
Ensuring the national/regional GIS/IM strategy is integrated and actioned across Units and within individual work plans of GIS officers
Synergies with other GIS and IM actors
Dissemination strategies to strengthen the impact of our GIS and IM work
Engagement with IMPACT HQ in global level GIS priorities
RESEARCH PLANNING AND IMPLEMENTATION
In coordination with management and assessment teams, ensuring that assessments are planned in line with project and program objectives and with IMPACT GIS, research cycle and other relevant guidelines;
Identification of available GIS to inform secondary data review, in coordination with the assessment team;
For each assessment, ensure contribution to and review of draft ToRs with a specific focus on the analysis plan, as well as data management plan, and related mapping;
In coordination with Assessment team, co-construct qualitative and quantitative data collection tools, ensuring GIS requirements of research cycle/assessment are met;
Develop geo-spatial analysis of assessment areas to be used, as relevant, in developing daily assessment plans, field movement plans and accompanying operational maps for field teams;
Keep track of progress and delays of all GIS and relevant data- and information-management tasks throughout the research cycle. Ensure that delays or identified problems are reported by writing and orally in a timely manner
When relevant, ensure that support is provided by the GIS staff for the identification and training of enumerators for primary data collection;
When relevant, ensure that support is provided by GIS staff in overseeing data collection, in line with agreed TORs (including their Annexes), including spatial verification and validation as part of daily assessment checks;
Ensure that collected data is geo-referenced, enabling the production of maps and related products;
In coordination with the assessment team, ensure that all changes in data collection that lead to a modification in the agreed TORs are documented; and that the IMPACT Country Coordinator and IMPACT HQ are informed and agree on the modifications
DATA MANAGEMENT, CLEANING AND ANALYSIS
Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines, and with the ToRs (data management plan Annex);
Ensure that data is revised and cleaned, and that all revisions are recorded;
Ensure spatial analysis is conducted on collected data as per ToRs;
Ensure that data and its spatial analysis are validated by IMPACT HQ before product drafting stage;
Ensure that data and its analysis do not contain personal information and are validated by IMPACT HQ before sharing to external parties;
Ensure the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information
Support assessment planning in line with project and program objectives and with IMPACT’s research cycle and other relevant guidelines;
Map and analyse secondary data in coordination with the assessment officer(s);
Contribute to draft assessment ToRs with a specific focus on the analysis plan, and related mapping, as well as data management plan;
Support the development of qualitative and quantitative data collection tools, ensuring GIS requirements of research cycle/assessment are met;
Develop geo-spatial analysis of assessment areas to be used in developing daily assessment plans, field movement plans and accompanying operational maps for field teams;
In coordination with relevant assessment officer(s), support construction of quantitative sample;

When relevant, support oversight of data collection, in line with agreed TORs, including spatial verification and validation as part of daily assessment checks;

DRAFTING OF PRODUCTS
Ensure accurate linkages between spatial databases and assessment data;
Ensure that the GIS products meet the requirements of IMPACT and concerned partners;
Maintain regular communication with IMPACT HQ on progress and deadlines for GIS products;
Ensure the drafting of timely and accurate GIS products, which comply with IMPACT’s guidelines;
Ensure that all GIS products are validated by IMPACT HQ before external release;
When relevant, in close coordination with IMPACT HQ, support the regular maintenance and update of web GIS products;
In coordination with the CC/CR, liaise with IMPACT HQ on the procurement of UNOSAT services and satellite imagery
EXTERNAL ENGAGEMENT
Link with relevant partners to consult and involve them in the GIS components of a research cycle;
Represent IMPACT in relevant meetings/ working groups;
Follow up on issues identified by partners or during meetings / working groups;
Promote an active use of datasets, GIS products and research findings by partners and the broader humanitarian community for their decision making;
Support the presentation of research findings through GIS inputs to relevant third parties in order to enhance their use and impact;
TEAM MANAGEMENT AND CAPACITY BUILDING
Assess progress in relevant research cycles and to review work plan;
Conduct induction for new staff members, including training in basic technical GIS competencies
Support the development and implementation of capacity training plans for GIS and other team members;
Be available to provide regular support and technical backstopping;
When relevant, support/ lead staff appraisal and recruitment process
Ensure development and implementation of capacity training plans for GIS and other team members
Support in facilitating the recruitment process between ACTED HR and IMPACT, providing clarity on the processes/templates and supporting ACTED HR when necessary in compiling CVs, setting up interviews, confirming final offers
Ensure all new staff are included in relevant tracking systems, and have an induction schedule
Administrative Support
Ensure all IMPACT contact lists are updated on a monthly basis or when new staff join
Ensure all IMPACT and ACTED staff have access to the IMPACT mailing lists
Coordinate with the IMPACT Logistics Officer to ensure all stock requests are met
Support staff in the exit process, by facilitating the exit form and ensuring all relevant final entitlement payments are accurately completed
Facilitate IMPACT staff visa reimbursements or other relevant reimbursements as approved by IMPACT and ACTED coordination
Coordinate with other ACTED departments and ensure all IMPACT staff receive an induction from all ACTED departments
Facilitate the arrival of all IMPACT international staff, including but not limited to: creating welcome pack, arranging airport pick up, liaising with HQ for hotel booking
Documentation/Filing
Consolidate and verify all IMPACT expat and national staff HR documents, including but not limited to: attendance sheets, leave requests, sick forms
Accurately and systematically file online and in-person all HR related documents
Maintain international staff filing
Communication
Act as focal point for IMPACT staff for all HR and admin-related queries
Support in ensuring all HR and admin-related queries are directed to and responded to by the relevant staff in ACTED HR. Where possible, respond to queries directly
Training
Ensure all IMPACT staff have access to relevant templates, SOPs and rules
Support ACTED HR by facilitating their training of ACTED HR procedures for all IMPACT staff
Ensure IMPACT staff have a strong understanding of the ACTED HR manual and follow the rules accordingly
Miscellaneous
Travel to field locations when necessary, to support with HR and Admin procedures and provide trainings
Support with other requests from IMPACT and ACTED Coordination, as necessary
Design research approaches and methodologies according to REACH’s requirements and principles as well as partners’ information needs;
Compose and construct, in close coordination with GIS and data teams, qualitative and quantitative data collection tools;
For each research cycle, prepare ToRs and ensure their validation by HQ before data collection
Ensure relevant stakeholders and partners are engaged in research design and planning
RESEARCH IMPLEMENTATION
Ensure that required enumerators are identified and trained for primary data collection;
Monitor data collection, ensuring correct implementation in line with agreed TORs;
Management assessment operations, including with partner organizations, identifying assessment areas, managing joint data collection processes, facilitating joint analysis workshops, and appropriately planning all logistics, financial, administration, security and HR processes;
Keep track of progress and delays of all assigned assessments through the research cycle, reporting delays or identified challenges in a timely manner;
Ensure that data is revised and cleaned, and that all revisions are recorded;
Provide data analysis, ensuring that meaningful techniques are used to analyze data collected
DRAFTING OF RESEARCH PRODUCTS
Draft timely and accurate outputs that consolidate analyses from each research cycle into relevant products;
Ensure that products accurately reflect the information collected and that information is conveyed in a way that maximizes their impact;
Liaise with relevant GIS colleagues to ensure effective spatial representation of research findings in maps or interactive web-portals, as relevant
EXTERNAL ENGAGEMENT
Consult relevant partners at all stages of research cycle;
Follow up on issues identified by partners or during meetings / working groups;
Present research findings to relevant third parties in order to enhance their use and impact
PROJECT CYCLE MANAGEMENT
In close coordination with line management, monitor and regularly update the use of assets, financial and human resources
Ensure that any issue in relation to project implementation is reported to the line manager
Support the line manager and other colleagues in drafting relevant project reports
Generate and document robust lessons learned at the end of each Research Cycle
TEAM MANAGEMENT AND CAPACITY BUILDING
For all activities, ensure that all assessment and field teams are comprehensively briefed on objectives, expected outputs and that the overall strategy is clearly understood
As relevant, line management of assessment and operations team members
